Does this make sense for cash flow investments.

What should someone do if they are 44 yrs old. Recently paid off mortgage. No other debt. Contributing to 401K under max. Would it be best to max out Roth IRAs for that individual and their spouse then go back for higher 401 contributions considering in 5-10 years they plan to purchase a second home to use for part of the year and as a generational investment in a location that has averaged 6.5% appreciation over the last 40 years. At that time they could pull Roth IRA contributions for a down payment. Is this a solid plan if not buying the second home isn’t an option?
